Supreme Court JCA 2026: Important Rules & MCQs

Supreme Court JCA 2026 Important Rules and Exam MCQs thumbnail featuring Hemant Sir

The Supreme Court JCA 2026 exam has made Court-specific Rules an important part of Stage I preparation. Candidates now have dedicated questions from Supreme Court Rules, 2013 and Supreme Court Officers and Servants (Conditions of Service and Conduct) Rules, 1961.

This changes the preparation approach.

You should not read these Rules like a law student preparing a descriptive answer. For JCA, your purpose is to identify authority, time limit, procedure, qualification, restriction, exception and numerical fact from every important provision.

A useful framework is:

Rule → Who? → What power? → What condition? → What number/time limit? → What exception?

That is how a long legal provision becomes an MCQ.

Candidates who are still building their overall schedule should first understand how Rules fit into the complete exam plan through HeMantra’s SCI JCA 2026 40-Day Preparation Strategy.

SCI JCA 2026: 40-Day Preparation Strategy & Study Plan

Latest Update / Status

LAST UPDATED: 14 October 2026

For SCI JCA 2026, Rules are no longer a side topic. The official recruitment scheme gives dedicated weightage to Supreme Court Rules, 2013 and Supreme Court Officers and Servants (Conditions of Service and Conduct) Rules, 1961. The Supreme Court also issued a JCA-specific notice on 1 October 2026 specifically referring to these two sets of Rules. S3WAAS

The official Supreme Court Rules page currently carries the Supreme Court Rules, 2013 together with amendments issued in 2024 and 2025, while the Officers & Servants page carries the Rules amended up to 6 November 2024 as well as a 2025 amendment to Rule 4A. Supreme Court of India

Why Supreme Court Rules Matter in SCI JCA 2026

The 2026 objective paper includes separate Court-specific areas rather than relying only on traditional English, Aptitude, GK and Computer preparation.

The Rules portion should therefore be treated as a scoring factual section, but only if it is revised repeatedly.

Reading 100 pages once is usually less useful than reading 20 important provisions four times.

Your preparation should focus on three layers:

LayerWhat to Learn
Rule identificationOrder, Rule number and subject
Core provisionWho can do what
MCQ triggerTime, authority, condition, exception, number

This is particularly important because Rules-based questions can change just one word—Registrar instead of Secretary General, 28 days instead of 30, one year instead of two—and turn a familiar statement into a wrong option.

Supreme Court Rules, 2013: High-Priority Areas

The Supreme Court’s official page lists the Supreme Court Rules, 2013 along with later amendments. Candidates should use the current version rather than relying completely on an old PDF. Supreme Court of India

For SCI JCA preparation, the following areas deserve close attention.

Order I — Interpretation and Basic Rules

Know important definitions such as:

Advocate, Advocate-on-Record, Chief Justice, Court, Judge, Registrar, Registry and Senior Advocate.

One particularly useful factual provision concerns computation of days. Where a prescribed period is counted, the first day is excluded; if the last day falls when the Court is closed, the closed period is also excluded. S3WAAS

These short procedural rules are ideal MCQ material.

Order II — Court Offices, Sittings and Vacation

This Order contains several numerical facts.

The Rules provide ordinary Court-office hours of 10:00 AM to 5:00 PM, with non-urgent work ordinarily not admitted after 4:30 PM. On Saturdays, the office hours specified are 10:00 AM to 1:00 PM, with non-urgent work not admitted after noon. S3WAAS

The Rules also state that the summer vacation shall not exceed seven weeks. S3WAAS

Whenever a Rule contains an exact:

time, number, period, authority or exception

mark it separately in your notes.

Order III — Officers of the Court and Registrar's Powers

This is another strong MCQ area.

The Secretary General has custody of Court records, while the Rules assign several administrative duties and powers to the Registrar.

For example, subject to the Rules and relevant directions, the Registrar may deal with matters such as:

  • fixing hearing dates,
  • formal amendments,
  • inspection and search of records,
  • copies of documents,
  • and allowing time for bringing proceedings into conformity with Court practice.

One particularly testable number is 28 days in aggregate for certain extensions that the Registrar may allow on written request. Where defects remain unremoved for 90 days from communication, the matter can be placed with an Office Report before the Judge in Chambers. S3WAAS

These are exactly the kinds of figures that should go into your revision sheet.

Order IV — Advocates and Advocate-on-Record

Do not ignore the provisions relating to advocates.

The Rules distinguish between an ordinary advocate, a Senior Advocate and an Advocate-on-Record (AOR).

For registration as an Advocate-on-Record, the Rules include conditions relating to experience on a State Bar Council roll, training and examination. The 2013 Rules state a period of not less than four years on the State Bar Council roll before commencement of training and ordinarily one year of training with an approved Advocate-on-Record.

Senior Advocates also face specific restrictions—for example, they do not act independently in the manner of an Advocate-on-Record and cannot directly accept instructions from a client in the manner prohibited by the Rules. S3WAAS

For examination purposes, prepare such provisions through contrasts:

Senior Advocate vs AOR
Act vs Plead
Permitted vs Prohibited

Supreme Court Officers & Servants Rules, 1961

This is the second major Rule-book for SCI JCA 2026.

The official Supreme Court page currently provides the 1961 Rules as amended up to 6 November 2024, together with schedules and subsequent material including the 2025 amendment concerning Rule 4A.

Official Supreme Court Officers & Servants Rules

Instead of memorising the Rules line by line, divide them into five blocks:

Part Main Theme
Part I General and Definitions
Part II Recruitment, Appointment & Service Conditions
Part III Control & Discipline
Part IV Conduct
Part V Miscellaneous

This classification makes revision much easier.

Recruitment and Appointment Rules

Rule 4 provides three broad methods through which recruitment may take place:

promotion, transfer/deputation and direct recruitment.

Rule 6 deals with the appointing authority. The Rules place appointments of Court servants with the Chief Justice, subject to the constitutional and delegated arrangements stated in the Rule. S3WAAS

These authority-based provisions are particularly important because MCQs can easily interchange:

Chief Justice / Registrar / Secretary General / President

Probation and Seniority

Rule 7 contains a highly testable distinction.

A person appointed by direct recruitment is ordinarily on probation for two years, whereas a person appointed by promotion is ordinarily on probation for one year, subject to the power to extend or reduce the period. S3WAAS

That is a classic pair-based MCQ.

Create notes using comparisons rather than paragraphs.

Control, Discipline and Penalties

Under Rule 10, Court servants are subject to the superintendence and control of the Chief Justice. S3WAAS

The subsequent provisions deal with penalties, disciplinary authorities, major and minor penalties, suspension and appeals.

Do not simply memorise a list of penalties.

Understand:

Which authority can impose them?
Which penalties require a formal inquiry?
What is the difference between removal and dismissal?
Who can hear an appeal?

These are stronger preparation questions than simply asking “What is Rule 11?”

Conduct Rules: Do Not Ignore Part IV

Part IV covers several practical conduct restrictions, including subjects such as:

absence from duty, politics and elections, press or radio, unauthorised communication of information, gifts, private employment, investments, property, outside influence, relations with advocates, demonstrations, strikes and Court property. S3WAAS

This is a large factual area.

Instead of learning every sentence, create a chart:

Rule Number → Activity → Allowed/Restricted → Permission Authority → Exception

That structure converts conduct provisions into quick revision material.

How to Prepare Rules for SCI JCA MCQs

A common mistake is reading the Rules repeatedly without testing recall.

After every 5–10 Rules, close the material and ask yourself questions such as:

Who has the authority?
How many days?
What is the probation period?
What happens if a defect is not cured?
Which category does the Rule apply to?
What activity is prohibited?

For candidates who want a structured source alongside their own Rule notes, this is the natural place to use HeMantra’s Yato Dharma Vijay – SCI JCA Complete Course 2026 for organised exam preparation and practice. The official Supreme Court Rules should still remain the final authority for Rule wording and amendments.

That is enough course integration for this article; the focus should remain on understanding and practising the Rules.

How to Revise Rules in the Final Weeks

Do not reopen the entire PDF every day.

Use a three-level revision method:

Revision 1: Order/Rule + basic meaning
Revision 2: authority + time + number + exception
Revision 3: only marked facts and previous mistakes

A separate notebook containing only:

Rule numbers, numbers/time limits, authorities and exceptions

can become extremely valuable during the final week.

For the complete exam-level context—including how much time should go to Rules compared with English, Aptitude, GK and Computer—use HeMantra’s 40-Day SCI JCA strategy rather than studying the Rules in isolation.

Common Mistakes While Preparing Supreme Court Rules

The most common errors are:

  1. Reading the Rules like a textbook without making MCQs.
  2. Memorising Rule numbers without understanding the provision.
  3. Ignoring amendments.
  4. Mixing Supreme Court Rules, 2013 with Officers & Servants Rules, 1961.
  5. Not marking authorities and time limits.
  6. Using old notes without comparing them with the current official Supreme Court pages.
  7. Revising once instead of using repeated active recall.

The goal is not to become a lawyer.

The goal is to recognise the correct provision quickly and accurately in an objective examination.

Final Guidance from Hemant Sir

For SCI JCA 2026, prepare Rules in three columns:

Authority → Provision → Number/Exception

If you can identify those three things from every important Rule, you can convert a complicated legal document into manageable MCQ preparation.

Do not try to remember 100 pages at once.

Study a small set of Rules, test yourself, revise the mistakes and return to them repeatedly.

Read less passively. Recall more actively.
